Module D: Water Governance

Governance is the process of decision making - who decides and is accountable for the decision, what the parameters of the decision are, and how decisions are made. Fundamentally, the goal of improving governance is to build flexibility and resilience into the governance structure, thus enhancing the ability to adapt and effectively address current and future challenges. Governance alone cannot correct inadequate water management, but poor governance will almost certainly prevent effective management.

The objective of this module is to understand both the multi-dimensions of water governance in relation to the IBIS and what options are available for its improvement.
